Relations between nations are to be further regulated by justice. The last requisite is that the relations between the government and the governed are then set forth in terms of rights and duties; and it is clearly laid down that the paramount task assigned to government officials is that of recognizing, respecting, reconciling, protecting and promoting the rights and duties of citizens.
There may be, and sometimes is, a clash of interests among States, each striving for its own development.
